...There is no unified voice for artists and, since the government began commissioning David Throsby to conduct studies of artists' incomes 30 years ago, those incomes have gone down, as have the value of the grants. Burke and his minister assisting, Michael Danby, will become acquainted with programs designed to expand arts markets and sources of finance. These are well and good, but they do little to improve the circumstances of individual artists creating new works.
